The Vic Clark Award



The Roanoke Division ARRL Service Award was instituted on 1968 by Roanoke Division Director, Vic Clark, W4KFC. Vic intended the award to be recognition for a long history of significant and consistent contribution to Amateur Radio. The amateur selected would have, over the years, dedicated much of his or her time to Amateur Radio and the ARRL Nominees and resumes are encouraged and accepted from any amateur in the Roanoke Division. Winners of the service award become members of the selection committee and vote on which nominee should be honored the next year. An individual can receive the award only once. The administration of the award is done by the Roanoke Division Director.

Biographies of the 2009 Recipients of the 2009 Roanoke Division Award

Robert G. Dixon, K4MQC


Gary Dixon, K4MQG, was first licensed in January 1957 in North Augusta, SC. He is a life member of ARRL with continuous membership starting in March 1957. A few years ago he received his 50th anniversary ARRL pin. Gary has had an exciting career in Amateur Radio and has been greatly involved in the DXing part of the hobby for over 50 years. He has also been able to assist many DXers in the Roanoke Division and other parts of the USA and world through his volunteer efforts with the ARRL. Some of the highlights of his ARRL volunteer service and DXing career are shown here.

  • Managed the ARRL Single letter QSL Bureau ( W4/K4/N4 QSL Bureau ) in Charlotte, NC from 1981-1988.
  • Appointed as the Roanoke Division Member of the ARRL DX Advisory Committee ( DXAC ) in 1988 by Director, John Kanode, N4MM. Gary has served in this position for almost 22 years and is the DXAC's longest serving member.
  • Appointed as a ARRL QSL field checkers in the late 1980s or early 1990s for field checking QSL cards for all the ARRL awards. He travels to various hamfest and luncheons to assist ARRL members with field checking of these cards.
  • Appointed as a QSL field checker for all CQ Magazine Awards in the 1990s.
  • Charter member of the Carolina DX Association ( CDXA ) an affiliated ARRL DX club.
  • Gary is one of the founders of the International DX Association (INDEXA) that started in 1983. INDEXA is an organization that supports DXpeditions to rare DXCC entities and is known for their commitment to high ethical standards within the worldwide DX community and also for promoting goodwill and cooperation among colleagues. Gary is currently the President of INDEXA. www.indexa.org
  • In 1979 Gary and his family were invited to spend two weeks in the country of Jordan through the courtesy and friendship of King Hussein, JY1. Later, in the early 1980s, through this friendship with King Hussein, Gary was able to obtain a very nice financial donation for the establishment of an Amateur Radio Station at the Discovery Place Science Museum in Charlotte, NC.
  • DX Accomplishments:
    • ARRL #1 DXCC Honor Roll, 10 Band DXCC, 10 Band WAS, DXCC Challenge 2976 Countries.
    • DXCC Worked: 374 countries Mixed, 370 Phone, 347 CW.
    • First North America to obtain the 5 Band WAZ award from CQ Magazine. Obtained in 1980.
    • CQ Magazines CQ DX SSB Honor Roll Award = 339 Countries.
    • CQ Magazines CQ DX CW Honor Roll Award = 338 Countries.

Carl A. Clements, W4CAC


Carl A. Clements,W4CAC, the ARRL Section Manager for the Virginia Section has for more than twenty years provided continuing community service both locally, in the Tidewater Virginia area, and throughout the Commonwealth of Virginia. Much of his service has focused on the support and promotion of Amateur Radio.

Carl has been licensed as an amateur since 1995 and holds an Extra class license. His many Amateur Radio service activities include:
  • President, Portsmouth Amateur Radio Club. Served on the board continuously since 1998 as President (6 Years), Treasurer (1 Year) and Past President (5 Years). A new communications trailer hit the road under his direction, and he takes it to Blackstone, Virginia every year to complete the radio merit badge for scouts.
  • Treasurer of the committee that puts on the annual Virginia Beach Hamfest.Serves as a communications officer at emergency shelters and for community and scouting events such as D.A.R.E. Day parade, HOPE Walk for Hunger, the Shamrock Marathon and the annual March of Dimes Walk, just to name a few. Has served with Portsmouth Amateur Radio Emergency Services from 1995 to present and provided emergency services at the 2008 tornado in Suffolk.
  • ARRL Virginia Section Manager for the statewide amateur radio organization and communications network from 2001 to 2006, and April 2008 to present. This volunteer position sent him to the Pentagon immediately after September 11th, to support radio communications activities.
  • Served as an Assistant Director for the ARRL Roanoke Division 1998-2001 Served as an instructor for licensing classes to teach new Hams.Volunteer examiner (VE) for Ham radio, offers testing sessions for others to get their licenses. Served as VE liaison or VE at 79 test sessions to present time. Traffic handler, skilled at sending radio messages in and out of areas that are under emergency conditions.
In addition to his amateur radio service activities, Carl has been a very active supporter of both the Boy and Girl Scout movements and has melded Amateur Radio into the activities whenever possible. Examples include:
  • Boy Scout volunteer since his son entered Webelos in 1992 and has taken all of the requisite training and now trains new leaders.
  • Assistant Scoutmaster, Scoutmaster from 1995-1999 and Troop Committee Chair and attends roundtables and now serves with the District even though his son is no longer involved in scouting. As District Activities Chair, organized 2001 Spring Camporee at TCC complete with a helicopter fly-in and Max the police horse!
  • Merrimac District Commissioner 2003-2008, District Membership Chair 2008.
  • District Chairman 2009 to present
  • Started Venturing Crew that focused on his hobby of Amateur Radio and served as Advisor. He is so interested in getting kids interested in Ham radio that he even lends them a radio he owns expressly for this purpose.
  • Served as Girl Scout volunteer by chaperoning, driving, unloading tractor trailer loads (and eating his fair share) of cookies. Attended GSA Service Unit Encampments and worked on communications with 200 girls by demonstrating Amateur Radio for them.
  • For eleven years he has served on staff at the Blackstone Methodist Encampment (approx. 1,200 scouts). During that time he served as a counselor for the Radio merit badge.
  • Scouting awards and honors include: Scoutmaster Rookie of the Year Award, Scoutmaster of the Year in 1996, National Eagle Scout Association Award of Merit, District Award of Merit in 1998, and Silver Beaver in 2008. Member of the BSA Order of the Arrow service organization.
A Tidewater Virginia native, Carl is an Honor Graduate of I.C. Norcom High School in Portsmouth, Virginia and attended Old Dominion University in Norfolk where he studied Engineering and Criminal Justice. The latter enabled him to serve as an Auxiliary Police Officer in Portsmouth, Virginia from 1976 to 1985.

As President of the family business, Clem's Heating and Air Conditioning in Portsmouth, where he has been employed for thirty five years, Carl's dedication and hard work has resulted in winning as an "Outstanding Small Business" and "Best of Portsmouth" business on multiple occasions. Further, employing his great "people skills” Carl's business has, over the years, given many young people the opportunity to learn a trade and get their first real work experience.

Carl has been married to Lynn Brammer Clements (W4LBC) for 34 years and they live in Churchland and have two children, Reid (WA4NVI), 28, who works with Carl; and Leslie (KG4IBP), 25, who is a graduate student at Old Dominion University. Yes, it's an "All Ham" family. When not otherwise occupied, Carl enjoys golf and belongs to a hunt club.
